We the Race Fans of the United States, in Order to promote our sport, establish basic standards, insure the future of the sport we love, and protect our financial interests, do ordain and establish this Bill of Rights for the Race Fans of America.
Article I:
Race tracks will start their races at the advertised scheduled time,
Article II:
Race tracks will make a sincere track preparation effort to enable at least two grooves of racing, and work throughout the evening to maintain the racing surface during normal breaks for on-track cautions.
Article III:
Race tracks will provide a secure environment for fans, enabling fans to cheer for their drivers without fear of reprisal from other fans, and to leave the raceway with all property they brought with them.
Article IV:
Race tracks will provide modern and sanitary restroom facilities, be they permanent or temporary.
Article V:
Race tracks will pre-stage races, react immediately to on-track incidents, and limit intermission to no more than 10 minutes, defined for the race tracks as 600 seconds.
Article VI:
Race tracks will make their rain check policy available in printed form to the public and adhere to it consistently.
Article VII:
Race tracks will ensure that catch fences and guardrails designed to keep cars and debris away from spectators are in good repair and capable of performing the task they were designed to do.
Article VIII:
Race tracks will determine whether or not to cancel due to weather a minimum of two hours prior to the scheduled starting time.
Article IX:
Race tracks will post at the ticket window, as a minimum, the mailing address and phone number of the person responsible for handling fan complaints.
Article X:
Race tracks will provide a mechanism for informing fans of lap counts as a minimum.
